On page 156 bottom of the Performance Dashboards book Wayne Eckerson has this to say….

“To accelerate development by an order of magnitude, companies must take an entirely new approach to development of analytical applications.

This involves re-thinking the way it gathers requirements, develops new functionality, and builds reports.

Instead of following a rigid set of steps to create a specification, developers need to work directly with end-users in a more iterative fashion.

Developers need to sit side by side with the users and flesh out requirements in prototyping sessions rather than hand-written specifications.

They need to establish technical teams that specialise in building different aspects of the tactical dashboard architecture….so they can work efficiently and effectively with minimal overlap and maximum co-ordination.”
